Introducing the Journal of Insurance Regulation

The Journal of Insurance Regulation is the premier academic journal dedicated to insurance regulation and public policy. Founded in 1982 by the National Association of Insurance Commissioners (NAIC), the JIR provides a forum for opinion and discussion of major regulatory and public policy issues in insurance.

The NAIC is the U.S. standard-setting and regulatory support organization created and governed by the chief insurance regulators from the 50 states, the District of Columbia and five U.S. territories. The JIR was proposed by then-Virginia Insurance Commissioner James W. Newman, who envisioned a journal that would foster dialogue and collaboration among academics, regulators, industry professionals, and policymakers. The JIR's mission is to make state insurance regulators and policymakers aware of relevant cutting-edge, high-quality research and to contribute to the advancement of knowledge and practice in this important field. 

Co-editors of the JIR are supported by an Editorial Review Board comprised of academics, actuaries, attorneys, and other insurance experts who review and evaluate the submissions to the JIR. The JIR accepts paper submissions, including in-depth legal studies, economic analyses, public policy analyses, and empirical studies, on all aspects of insurance regulation. All published articles also include a one-page executive summary with key takeaways for policymakers.

Notable recent papers published in the JIR cover important and timely topics such as nuclear verdicts, social inflation, the cyber insurance market, private flood insurance, surprise medical billing protections, and business interruption insurance.

The JIR is an open-access journal. Access to current and past issues of the JIR is available for free on the NAIC website, where you can also find information on how to submit a paper or contact the editors.

Dr. Stephen Fier is an Associate Professor of Finance at Virginia Commonwealth University (VCU). He joined the faculty in the Fall of 2023 after spending the previous 12 years at the University of Mississippi. Dr. Fier’s research has been published in leading finance and risk management and insurance (RMI) scholarly journals including the Journal of Banking and Finance, the Journal of Risk and Insurance, the North American Actuarial Journal, Risk Management and Insurance Review, the Journal of Insurance Issues, and the Journal of Insurance Regulation. Dr. Fier is an associate editor for the Journal of Financial Service Professionals.

Dr. Jill Bisco is an assistant professor of risk management and insurance (RMI) in the College of Business at Illinois State University. Prior to joining the faculty at the university, she taught RMI courses for 8 years at The University of Akron. She also spent 24 years in the insurance industry in Wisconsin – both in the agency and corporate setting.
